Arrange the templates

The way to arrange the templates is a bit complicated it would be better to move the templates from one position to another instead of swap the position of on template with the position of another one.

    Alasdair, template is great for work as it is. I totally love it bro. I understand you have another priorities, please don't worry about this that much. Just keep on working and changes will come when meant to come. Receive my best regards and gratefulness.

    I 100% agree :) I've created https://github.com/template-extension/template-chrome/issues/226 to address this.

    Unfortunately, I can't give a timeline on this as work on Template is sort of in limbo right now due to changes to Chrome's direction by Google. Specifically, custom options pages are soon going to be going away and replaced with more confined sub-sections within Chrome's own options pages. I'm not sure how well this is going to support our needs and could involve a radical redesign of the options pages.

    Also, the code base is aged and hard to maintain and also requires a rewrite. No excuses, just trying to explain delays :) I have a lot on my plate right now with work, family, and other open source projects, but I am dedicated to making Template fantastic and scalable. There's a lot of big changes planned, and have been for a while, but I'll make sure that this is one of them.
